Procedure Of Submission a Flight Plan

A flight plan shall be submitted to appropriate ATS unit for each flight prior to departure and prior to operation in Pakistan airspace.

Local Flights:

A local flight at an uncontrolled aerodrome in control zone or at a controlled aerodrome may submit a flight plan, prior to departure, by any available means of communication with the appropriate ATS unit.
Local flights at uncontrolled aerodromes outside control zones may not submit a flight plan provided such flights operate during day in VMC below 1,000 feet AGL.

Note:Local flight is a flight conducted wholly in the vicinity of an aerodrome i.e. Take-off from an aerodrome, remaining in the traffic circuit and land back at the same aerodrome.

A flight departing from an aerodrome (controlled or uncontrolled) in accordance with multiple flight plan, previously submitted at a controlled aerodrome (i.e. separate flight plan for each stage of flight through intermediate stop submitted at the aerodrome of first departure) may not submit a flight plan at the intermediate stop within Pakistan.

A flight departing from an uncontrolled aerodrome within a control zone shall operate in accordance with instructions from the appropriate ATS unit. Such instructions shall be obtained prior to departure by any available means of communication.

Time Of Submission

Except for repetitive flight plans, Flight plan will be accepted within 2 hours prior to departure. However, flight plans for IFR flights or International VFR operation should be submitted at least 30 minutes before departure.

Multiple flight plans in lieu of a “through flight plan” will be accepted only in respect of flight whose first departure point is in Pakistan. Intermediate stop flight plan for next individual stage will be accepted only when submitted within 2 hours before ETD.

Place Of Submission

I- Flight plans shall be submitted at the Air Traffic Services Reporting Office (ARO) at the departure aerodrome.

II- In the absence of such an office at the departure aerodrome, a flight plan shall be submitted by any available means of communication to the nearest ATS unit or concerned ACC.

Place Of Submission

The procedure concerning the use of Repetitive Flight Plan (RPL) conforms to ICAO Doc 7030 and the PANSRAC, 12th edition. The RPL system is available to flights operating between:

1- Karachi and Singapore

2- Karachi, Lahore and Islamabad and airports in Kingdom of Saudi Arabia.

Submission of Repetitive Flight Plans

4 copies of RPL lists shall be submitted at least 4 weeks in advance, to KARACHI ACC, LAHORE ACC and ISLAMABAD ATC as applicable in accordance with the format prescribed in ICAO Doc 4444.

A local designated coordinator with telephone number (s) and AFTN address must be provided by the airline operator.

The coordinator shall be responsible to ensure that information regarding a alternate aerodrome (s) and supplementary flight plan data (Item 19 of the ICAO flight plan form) shall be readily available to the Air Traffic Control Units upon request in the event of an emergency or radio communication failure.

Acceptance and Activation of Repetitive Flight Plans

The aircraft operator shall also be responsible for submitting RPL lists at transiting FIRs, the aerodrome of destination, alternates and as per regulations published in their AIPs.

The Repetitive Flight Plans shall not be activated until acknowledgement either in term of signed/ accepted copy of RPL or confirmation VIA AFTN is received by Aerodrome of Departure and respective ACC as applicable, from concerned offices of transiting FIRs as well as destination/ alternate airport at least seven (7) days in advance of date of effectiveness of RPL listings.

Incidental Changes and cancellations Of RPL

Modifications or cancellations of a temporary non-recurring nature shall be notified by the operator in writing for each individual flight at least one hour before departure to Pre-Flight Information Unit (PFIU) at the aerodrome of departure, except a change of cruising level request may be notified by radio telephony on initial contact with the Air Traffic Control Unit.

Any incidental change in the aircraft type, flight number, the aerodrome of departure, and the route and / or aerodrome of destination will require the cancellation of the Repetitive Flight Plan for that day only and FPL must be submitted. The operator must indicate under them 18 “RMK/CNL RPL”.

Delay

When a specific flight is likely to encounter a delay of 30 min or more in excess of the departure time stated in the RPL, the ATS unit serving the departure aerodrome shall be notified immediately. Delays relating to departure shall be notified to the Pre-Flight Information Unit (PFIU) of the aerodrome of departure.

Note: Failure to comply with this procedure may result in the automatic cancellation of the RPL for that specific flight at one or more of the ATS unit concerned.

ATS Messages

For a flight operated on an RPL, no flight plan messages (FPL) will be transmitted. However, Departure message (DEP) or delay messages (DLA) or Modification messages (CHG) relating to such flights shall be transmitted to all ATS units within and outside Karachi and Lahore FIRs.

Changes To The Submitted Flight Plan

All changes to a flight plan submitted for an IFR flight or a controlled VFR flight and significant changes to a flight plan submitted for an uncontrolled VFR flight shall be reported as soon as possible to the appropriates ATS unit.

All changes to a flight plan submitted for an IFR flight or a controlled VFR flight and significant changes to a flight plan submitted for an uncontrolled VFR flight shall be reported as soon as possible to the appropriates ATS unit.

Note: If a delay in departure (or cancellation) of an uncontrolled VFR flight is not properly reported, alerting or search and rescue action may be unnecessarily initiated when the flight fails to arrive at the destination aerodrome within 30 minutes after its current ETA.

Whenever a flight, for which a flight plan has been submitted, is cancelled, the appropriate ATS unit shall be informed immediately.

Changes to a current flight plan for a controlled flight during flight shall be reported or requested, subject to the provisions in ICAO Annex 2, 3.6.2. (Adherence to flight plan).

Significant changes to a flight plan for an uncontrolled VFR flight include changes in endurance or in the total number of persons on board and changes in time estimates of 30 minutes or more.

Arrival Report (Closing A Flight Plan)

A report of arrival shall be made at the earliest possible moment after landing to the airport office of the arrival aerodrome by any flight for which a flight plan has been submitted except when the arrival has been acknowledged by the local ATS unit. After landing at an aerodrome which is not the destination aerodrome (diversionary landing), the local ATS unit shall be specially informed accordingly.

In the absence of a local ATS unit at the aerodrome of diversionary landing, the pilot is responsible for passing the arrival report to the destination aerodrome. Arrival reports shall contain the following elements of information:

• Aircraft Identification
• Departure Aerodrome
• Destination Aerodrome
• Time Of Arrival

In the case of diversion, insert the “arrival aerodrome” between “destination aerodrome” and “time of arrival.

Addressing Of Flight Plan Message

Flight movement messages relating to traffic into or via the KARACHI/LAHORE FIRs shall be addressed as stated below in order to warrant correct relay and delivery.

Note. - Flight movement messages in this context comprise flight plan messages, amendment messages relating thereto and flight plan cancellation messages (ICAO PANS-ATM, Doc 4444, Part VIII.

Simultaneous mode of addressing ATS messages is used; step by step mode will not be followed.

ATS messages should include the last assigned SSR code to facilitate automatic Radar Tracking within Karachi FIR or Lahore FIR.
