Submission a Flight Plan

Pilot or operator’s appropriate authorized representative shall:

Submit information relative to an intended flight or a portion of a flight, to appropriate air traffic services units.

Submit a flight plan prior to operate:

1. Any flight or portion thereof to be provided with air traffic service.

2. Any flight within or into designated areas, or along designated routes, when so required by the Civil Aviation .

3. Authority of Viet Nam to facilitate the provision of flight information, alerting and search and rescue services.

4. Any flight within or into designated areas, or along designated routes, when so required by the Civil Aviation Authority of Viet Nam to facilitate co-operation with appropriate military units or with air traffic services units in adjacent States in order to avoid the possible need for interception for the purpose of identification.

5. Any flight across national borders.

Time of Submission

A flight plan shall be submitted before departure to an air traffic services reporting office (may be filed up to 120 hours prior to Estimated Off Block Time of the aircraft) or, during flight, transmitted to the appropriate air traffic services unit, unless in cases repetitive flight plan have been made for approval.

A flight plan for a flight to be provided with air traffic control service shall be submitted at least 60 minutes before departure. If the time from landing to estimated take-off is not enough, must ensure that ARO receive and submit a flight plan to addresses regulated. If submitted during flight, at a time which will ensure its receipt by the appropriate air traffic services unit at least 10 minutes before the aircraft is estimated to reach the intended point of entry into a control area or the point of crossing an airway.

Place of Submission

Flight plans shall be submitted at the Air Traffic Services Reporting Office (ARO) at the departure aerodrome.

In the absence of such an office at the departure aerodrome, a flight plan shall be submitted by telephone or teletype to the nearest AROs as listed below:

Contents And Form Of A Flight Plan

ICAO flight plan forms are available at AROs and printed in Vietnamese and English.

A flight plan shall comprise information regarding such of the following items:

i. Flight signal or Aircraft identification

ii. Flight rules and type of flight

iii. Number and type of aircraft and wake turbulence category

iv. Equipment

v. Departure aerodrome

vi. Estimated off-block time

viii. Cruising level(s)

viii. Cruising level(s)

ix. ATS route

x. Destination aerodrome and total estimated elapsed time

xi. Alternate aerodrome(s)

xii. Fuel endurance

xiii. Total number of persons on board

xiv. Emergency and survival equipment

Adherence to ATC Route Structure

No flight plans shall be filed for routes deviating from the published ATS route structure in the Vietnam AIP unless prior permission has been obtained from the appropriate ATC authorities.

Repetitive Flight Plan System

The procedures concerning the use of Repetitive Flight Plans (RPL) conform to the latest editions of ICAO Doc 7030 and Doc 4444 - PANS - ATM. RPL lists relating to flights in and to flights overflying the Ha Noi, Ho Chi Minh FIRs shall be firstly submitted at least one month in advance

Whenever a flight, for which a flight plan has been submitted, is likely to encounter a delay of 30 minutes or more in excess of the departure time stated in the RPL, the ATS serving the departure aerodrome shall be notified immediately.

Changes to The Submitted Flight Plan

Any modification to a NEW format flight plan must refer to the Date of Flight (DOF) indicated in Item 18 of the flight plan when applicable to ensure that the correct flight plan is modified.

In the event of a delay in departure of 30 minutes to a controlled flight or of 60 minutes to an uncontrolled flight for which a flight plan has been submitted, the flight plan shall be amended or a new flight plan shall be submitted after the old plan has been cancelled.

Whenever a flight, for which a flight plan has been submitted, is cancelled, the appropriate ATS unit shall be informed immediately.

Addressing Of Flight Plan Messages

Flight movement messages relating to traffic into or via Ha Noi and Ho Chi Minh FIRs shall be addressed as stated below in order to warrant correct relay and delivery.

Note:Flight movement message in this context comprise flight plan messages, amendment messages, relating thereto and flight plan cancellation messages. (ICAO PANS – ATM Doc 4444, Chapter 11, item 11.4 refers).
