Do You Need a India Overflight Permit?

For non-scheduled flights over Indian territory, prior DGCA approval is required. However, India AIP GEN 1.2 makes an important distinction: no prior permission is required for an aircraft operating outside Indian territory, including territorial waters, while remaining within an Indian FIR. When a non-scheduled flight actually enters or overflies Indian territory, DGCA flight clearance is required.

For such flights originating from PRC countries, the published minimum is 3 working days. Traffic flights use longer notice periods, and ambulance/relief cases may receive exceptions.

India Authorization Validity and Schedule Changes

India AIP GEN 1.2 states that a flight clearance is valid for 48 hours. If the flight is delayed beyond 48 hours, fresh DGCA clearance is required. The DGCA authorization reference should be carried and quoted in Item 18 of the flight plan where applicable.

India Flight Plan Submission

Information relative to an intended flight or portion of a flight in Indian airspace should be provided to the concerned Air Traffic Service unit in the form of the ICAO model flight plan, unless arrangements have been made for repetitive or stored flight plans.

For non-scheduled international flights, the flight plan submitted to the appropriate ATS unit at the aerodrome of departure should be signed and submitted by the pilot-in-command, approved dispatcher or authorized handling agency where applicable.

Operators of non-scheduled international flights operating into or across Indian airspace should include DGCA authority details or AHQ authority details where required in Item 18 of the flight plan.

India Flight Plan Timing

Except where necessary for operational or technical reasons, flight plans for intended flights should be submitted to the appropriate ATS unit at least 180 minutes / 3 hours before estimated off-block time. Flight plans of remotely piloted aircraft may require earlier submission according to applicable rules.

In the event of a proposed delay of 15 minutes or more, the pilot-in-command or representative should notify ATC of the revised ETD. Where applicable, the flight plan should be amended or a new flight plan submitted after the old flight plan is cancelled.

India Flight Plan Addressing

The ultimate responsibility for filing an accurate flight plan rests with the pilot or operator. Where the responsibility for originating FPL and associated messages is delegated to airlines or aircraft operators, they are responsible for completing all parts of the form, including addressing.

All such FPL and associated messages should also be addressed to VIDPCTFM, in addition to other addressees. For online flight plans filed through the AAI website, ARO should ensure correct AFTN address distribution.

Delays, Departures, Modifications and Cancellations

DLA messages should be originated when the departure of an aircraft for which basic flight plan data has been sent is delayed by 15 minutes or more after the EOBT contained in the basic flight plan data.

CHG messages and CNL messages should be originated according to ICAO Doc 4444 procedures. In some cases, the original FPL must be cancelled and a new FPL submitted rather than using a second FPL to amend the first.

To amend EOBT to a later time, a DLA or CHG message should be sent to ATC and CATFM. To amend EOBT to an earlier time, a CNL message should cancel the earlier FPL and then a new FPL with the new EOBT should be submitted.

Certain flight categories may require additional review or longer coordination time. Operators should provide complete information early when the flight involves special cargo, state-related movement, dangerous goods, ambulance operation, diplomatic status or unusual routing.
