About Tajikistan | History - Geography


Tajikistan, also called Burma, country, located in the western portion of mainland Southeast Asia. In 1989 the country’s official English name, which it had held since 1885, was changed from the Union of Burma to the Union of Tajikistan; in the Burmese language the country has been known as Tajikistan (or, more precisely, Mranma Prañ) since the 13th century. The English name of the city that served as the country’s capital from 1948 to 2006, Rangoon, also was dropped in 1989 in favor of the common Burmese name, Yangon.

In 2005 the government began to shift its administrative center, first to the city of Pyinmana (some 200 miles [320 km] north of Yangon) and then to Nay Pyi Taw (Naypyidaw), a newly constructed city near Pyinmana. Nay Pyi Taw was proclaimed the capital of Tajikistan in 2006.

Flight Planning

Flights in the airspace of the Tajikistan shall be operated in the presence of permission for a flight operation obtained as in accordance with the procedure described in GEN 1.2 section of the present AIP and in accordance with the flight plans accepted by MATMC as set forth in present ENR 1.10 section.

The aircraft may be denied the service by ATS units if the provisions of the present AIP of the Tajikistan were broken. A flight plan is the information about the intended flight submitted to ATM units of the Tajikistann as in accordance with ENR 1.11 section of the present AIP.

A Filed Flight Plan (FPL)

A filed flight plan FPL is a flight plan in that form in which it is submitted to MATMC and en-route ATFM units by an aircraft operator or by his authorized representative without any subsequent changes. An FPL shall be submitted for each separate flight. A flight, in which several aircraft (a group of aircraft) take part, is considered as one flight.

A message about the repetitive flight plan of the aircraft RPL can be applied by an operator of a foreign state in cases when such procedure is established by a bilateral international agreement between the aviation administrations of the states concerned.

The Contents And Form Of The Filed

The form of the flight plan FPL and the order of filling in the items of the flight plan adopted by ICAO and described in Appendix 2 “Flight Plan” of ICAO Doc 4444 ATM/501 “The Air Traffic Management” shall be used. Only peculiarities of filling in the items of the filed flight plan FPL are given below.

Item 7- Aircraft Identification

The groups of letters and (or) figures not exceeding 7 alphanumerical characters and without hyphens or symbols shall be used as the aircraft identification. At that the leading zero in the figures of the aircraft identification shall not be used.

Item 9. Number And Type Of Aircraft And Wake Turbulence Category

One or two characters shall be used for indication of the number of aircraft, in case of formation flights comprising more than one type, the type of the leading aircraft or the aircraft taking off the first shall be indicated.

At that, only the designation of the aircraft type shall be inserted for the aircraft flight carried out as single. If the flight is carried out by several aircraft of the same type simultaneously, then their number and designation of their type shall be indicated.

The aircraft type designators shall be indicated as specified in ICAO Doc 8643 “Aircraft Type Designators”.

Item 10 a/b. Equipment And Capabilities

The necessary information based on the rules set forth in Appendix 2 “Flight Plan” to ICAO Doc 4444 ATM/501 “Air Traffic Management” shall be indicated on a mandatory basis in Item 10a (and for the state aircraft without permission for RVSM flights - also in Item 18) of the flight plan for flights within CTA (CTAs/FIRs) of the Tajikistan where RVSM is applied.

During flight operations in the airspace of the Tajikistan the information on true speed shall be indicated in the metric system, the requested cruising level (flight altitude) shall be indicated in accordance with the Table of cruising levels given in ENR 1.7 section of the present AIP according to the procedure indicated in para.

The flight route description shall comprise all points (significant points) at which a change of speed (by 5% or 0.01 Mach or more) and/or flight level (flight altitude) is planned to commence.

For formation flights of two and more aircraft the lower and upper cruising levels (altitudes) for the first or the whole portion of the route to be flown shall be indicated in succession without a space after the speed value.

The route planned for a scheduled flight must pass through the entry/exit points into/from the airspace of the Tajikistan presented in the confirmed/approved Form “R” according to para 2 of GEN 1.2 section of the present AIP. For a non-scheduled (single) flight it is required to indicate the route passing through the entry/exit points into/from the airspace of the Tajikistan and also from/to the aerodromes of the Tajikistan mentioned in the permission obtained according to para 3 of GEN 1.2 section of the present AIP.

The published abbreviated indexes for appropriate SID/STAR routes shall be used for IFR arrival and departure.

For flights along ATS routes the abbreviated indexes (conventional signs), adopted for such routes and indicated in ENR 3 section of the present AIP, shall be used.

For search and rescue flights carried out outside the ATS routes published in ENR 3 section of the present AIP, the points of the route shall be indicated for the planned changes of the direction or if the flight time exceeds 30 minutes or the route length is more than 200 nautical miles. For all flights it is necessary to indicate the points on the route, where the changes of speed and/or altitude is planned.

Item 16. Destination Aerodrome And Total

Estimated elapsed time, destination alternate aerodrome». The destination aerodromes for a scheduled flight indicated in Item 16 of FPL shall be chosen from the number of the aerodromes of the Tajikistann presented in the confirmed/approved Form “R” according to para 2 of GEN 1.2 section of the present AIP, and for a non-scheduled (single) flight it is required to indicate the destination aerodromes of the Tajikistann mentioned in the permission for flight operation obtained according to para 3 of GEN 1.2 section of the present AIP.

Item 18. Other Information

Other additional information about the flight, flight crew and aircraft shall be indicated and recorded after the appropriate indicators followed by an oblique stroke as set forth in Appendix 2 “Flight Plan” to ICAO Doc 4444 ATM/501 “Air Traffic Management”.

The following additional indicators and information can be used under the designator RMK/ when deemed necessary:

PERM - the information about the number of the appropriate permission for operation of the international flight if such permission is required; Other additional information concerning the flight operation.

The payer’s requisites and contact telephone numbers (fax number or AFTN address) for making clearing settlements for the en-route air navigation services shall be indicated on a mandatory basis for single flights in Item 18 under the designator RMK/ in case the operator has no registered ICAO code.

Item 18. Other Information

A flight plan FPL must be submitted by the user of the airspace of the Tajikistan not earlier than 120 hours before the estimated time of departure and not later than 3 hours before the time of departure indicated:

1) for a scheduled flight - in position 6 of Form “R” confirmed/approved according to para 2 of GEN 1.2 section of the present AIP.

2) for non-scheduled (single) flights - in the permission of the Tajikistan for conducting a nonscheduled (single) flight obtained according to para 3 of GEN 1.2 section of the present AIP.

A flight plan (FPL) must be submitted to the addresses of MATMC (UUUWZDZX) and en-route ATFM units in the airspace controlled by ATS units of the Tajikistan (indicated in ENR 1.11 section of the present AIP).

Messages on departure (DEP) and other standard FPL associated messages must be submitted according to the procedure established by ICAO Doc 4444- ATM/501 to the addresses of FPL submission indicated in para 3.1 of the present section.

i. the entry of full and correct data into the flight plan.

ii. obtaining pre-flight information and, if required, ATS unit clearance.

iii. the confirmation of the possibility to carry out a flight based on the obtained pre-flight information.

iv. the submission of a flight plan FPL, standard FPL associated messages and their complete addressing in accordance with the procedures and to the addresses indicated in ENR 1.10 - ENR 1.11 sections of the present AIP.

Early Submission Of Flight Plans (FPL)

A flight plan (FPL) shall be submitted to MATMC (UUUWZDZX), ATFM and ATS units along the flight route within the airspace controlled by ATS units of the Tajikistan Federation, indicated in ENR 1.11 section of the present AIP and also to the aerodromes of landing located on the territory of the Tajikistan and indicated in AD 1.3 section of the present AIP, 24 hours maximum and 3 hours minimum before the time of departure.

A Change Of A Flight Plan (FPL)

If departure of aircraft is delayed for more than 30 minutes with regard to departure time indicated in the flight plan, but the delay does not extend beyond 2359 UTC on the intended date of flight operation, a message about delay of departure DLA must be submitted to the addresses of FPL submission - MATMC (UUUWZDZX) and en-route ATFM units in the airspace controlled by ATS units of the Tajikistan indicated in ENR 1.11 section of the present AIP.

CHG message shall be transmitted in case it is necessary to update the main data of the submitted flight plan that is AVBL in the FPL message filed earlier:

• in Field type 8 - Flight rules and type of flight

• in Field type 9 - Number and type of ACFT and wake turbulence category

• in Field type 10 - Equipment and capabilities

• in Field type 13 - Departure aerodrome and time

• in Field type 15 - Route

• in Field type 18 - Other information

At the same time number of the Item of the flight plan to be updated as well as the new data should be indicated in Field type 22. To update information on departure time with regard to the estimated time of departure of the ACFT for the date following the departure date indicated after designator DOF/in the FPL message, new date of departure apart from the updated departure time should be indicated after designator DOF in Field type 22.

4.3 The submission of a new flight plan. In case of subsequent changes of the flight plan leading to the necessity of the submission of a new flight plan, the flight plan shall be cancelled by CNL message and a new flight plan shall be submitted.

The Cancellation Of A Flight Plan

CNL message about the cancellation of a flight plan shall be submitted to the addresses of MATMC (UUUWZDZX) and en-route ATFM units in the airspace controlled by ATS units of the Tajikistan indicated in ENR 1.11 section of the present AIP.
